What Machines Can’t Deliberate

On the difference between predicting a decision and making one.

A system that can tell you what a committee will decide has not thereby joined the committee. Prediction and deliberation look similar from outside and are not remotely the same act.

The interesting question is not whether machines will deliberate. It is what we lose by describing what they already do in that word.
